Expenditures also involve Senate races in Iowa, South Carolina and Texas

A Soros nonprofit funds one FEC Super PAC, which funds a separate FEC Hybrid PAC that started independent expenditures supporting Adam Hamilton and opposing Roger Marshall for US Senate from Kansas.

On Thursday, Government That Works Hybrid PAC filed a report with the FEC about an independent expenditure of nearly $550,000 in support of Adam Hamilton.

The independent expenditures were for TV ad buys and production in support of Adam Hamilton for US Senate.
Besides Hamilton (D, KS, support), other names in this Thursday FEC 24-hour notice report include
- Joshua Turek (D, IA, support),
- Annie Andrews (D, SC, support),
- Darline Graham (R, SC, oppose),
- James Talarico (D, TX, support), and
- Kenneth Paxton (R, TX, oppose).
This followed a separate filing on Sunday about an independent expenditure of $124,000 solely to oppose Roger Marshall. (See below).
In total, Government That Works PAC spent $670,000 this week for Hamilton and against Marshall.
The Government That Works PAC was created in August 2025 and shares the same MBA Consulting Group as four other Super PACs involved in opposing Marshall and supporting Hamilton:
- The Edge Action Fund,
- United Futures PAC,
- Vote Kansas, and
- Lower Costs Now.
All five groups share Christopher Koob as Treasurer, Steven Mele as Assistant Treasurer, and use Amalgamated Bank (a union-aligned and formerly union-owned bank with a DC presence).
Instead of using the shared DC PO Box 15845, Government That Works PAC uses the Capitol Hill UPS Store as its address.

Democracy PAC has been around since 2019. Michael Vachon is the PAC treasurer, who is currently also the spokesman for George Soros. Vachon has worked for many years for Soros and his nonprofits.
Both Democracy PAC and Democracy PAC II are Soros’s primary federal PACs, but in 2022 Soros’ son, Alexander, started managing them. Vachon is the treasurer for both.
Democracy PAC filed its Oct. quarterly FEC report last week on Oct. 15.
One of the itemized disbursements shows Government That Works PAC received $1,000,000 on Sept. 25 at the Capitol Hill UPS Store.

So where does Democracy PAC get its money?

Soros’ Open Society Foundations website shows Democracy PAC has received over $170 million from Soros’ 501(c)(4) nonprofit, Fund for Policy Reform Trust, from 2020 to 2024.

The 2024 most recent IRS 990 tax return for the Fund for Policy Reform shows a $70 million payment to Democracy PAC.

An FEC filing on Sunday shows the $124,000 initial independent expenditure by Government That Works PAC to oppose Roger Marshall through more TV ad buys.
